It's nice to see big brands doing mobile web sites.  However this one from U.S. chain department store JC Penny doesn't impress. Its main features are a store locator, pictures and descriptions of a few featured items with no way to actually buy them. a signup form for text alerts and a page showing you how many points you have earned from the retailer's loyalty program.
