A free menu driven mobile web site creator. WAPcreate is a pure mobile site builder that lets you build mobile sites using only your phone browser. There's not even a desktop version of the site although mobile builder site does work in desktop browsers.

WAPcreate is quite full featured with lots of widgets for things like visitor counters or a shoutbox. It supports file hosting for apps, images ringtones, etc.  No coding is required but advanced users can customize sites with their own CSS and HTML.
